Administrative division
Estonia is divided into 15 counties (maakond). Each county is further divided into municipalities (omavalitsus), 79 in total (until 2017 there were 227). There are two types of municipalities: an urban municipality – linn (town), and a rural municipality – vald (parish). Some urban municipalities are divided into districts (linnaosa) with limited self-government, e.g. Tallinn consists of 8 districts. Nearly all municipalities have arms.
