Origin/meaning:
The arms above are from the German era, of the city of Gumbinnen. The book on Arms of cities in Russia from 1999 does not mention any arms for the city. I thus don't know whether the city uses arms at present.
The arms show the Prussian eagle and an arrow. The meaning of the arrow is not known. It is stated by Hupp that the arms were most likely granted by King Friedrich Wilhelm I, but there is no mentioning of any older arms or seals. Hupp largely emphasises the fact that the arms are heraldically not correct, but he gives no history.
