The upper part represents the two hills surrounding the town (Kraljevica and Beli breg) and river Timok that runs through the town. The rising sun represents the east and the tower is something I don't remember what is for.
Lower part represents the richness with springs and spas and the helmet represents the roman Romuliana palace that is near the town.
