Origin/meaning

I have no information on the origin or meaning of these arms. Any information is welcome.

Colonial arms

On June 16, 1933 a design for arms was published in the Indische Courant newspaper.
Probolinggo means a pillar-of-light in Javanese. The proposal thus showed in a green shield a silver pillar, with a red flame on top. As a motto the word Excelsior between two stars was proposed, which could be interpreted as a pillar of light reaching the stars.
