Origin/meaning

Unfortunately I only have a small black-and-white image. A colour image is welcome !
The upper half shows two horse-heads which are often used in the village as farm decorations. The horse also symbolises the State of Niedersachsen. The lower half shows a wheel, symbol for the industry in the village.
